Bill Cathcart was a Staff Sergeant of the Ottawa Police. In April 1977 he attended a Gays of Ottawa meeting alongside George Zukhow and Tom Flanagan to discuss issues of interest to the gay community. He was eventually appointed police liaison to the gay community.
