Donald Morand was a lawyer and justice for the Supreme Court of Ontario. In 1975 he oversaw a hearing of the Royal Commission into Metropolitan Toronto Police Practices. He ruled that in the case of the Brunswick Four the police had not used excessive force, and that the women had actually been abusive to the police.
