Cate Lazarov was an open lesbian working for an Ontario-wide chain of Christian phone counselling lines, Telecare Ministries. In May 1981 she complained about the treatment of homosexual callers by Telecare to the company’s board of directors, and was asked to resign. She appealed to the Ontario Human Rights Commission, which investigated and supported the company. By August of that year the Caring Homosexual Association of North Bay, of which Lazarov was a founder, had established a phone line for gay callers.
