Claude Beaulieu was president of the Association pour les droits des gai(e)s du Québec (ADGQ). In 1978 he sponsored a conference called Le Terrorisme hétérosexual. In the same year, ADGQ lodged a complaint with the Québec Human Rights Commission against the Commission des Ecoles Catholiques de Montréal/Montreal Catholic School Commission for denying them access to a school auditorium that had been booked. In June 1978 the QHRC ruled in favour of the homophile organization, marking the first time that the Québec Human Rights Commission had investigated a discrimination complaint based on sexual orientation under the revised charter.
