He was Superintendent of Division 52 of the Toronto police force. In August 1980 he was part of discussions with gay community representatives brought about to create a format for handling complaints from the gay community regarding the police force. These discussions ended in a compromise, and the scheduling of monthly meetings between gay representatives and downtown police divisions. On 16 March 1981 he held a press conference in order to defend the four police officers who had, in plainclothes, helped to lead the 20 February 1981 gay march in protest of Operation Soap.
