As California State Senator, he distributed a petition known as the “Briggs Initiative” on January 17, 1978 that would dismiss, prohibit, and place charges upon members of the school system “advocating, soliciting, imposing, encouraging or promoting private or public sexual acts between persons of the same sex”. Ultimately, the Briggs Initiative was voted down on November 7, 1978, with 58% against 42%. The movement against the Briggs Initiative (technically called Proposition 6) included endorsements from President Jimmy Carter and eventual President Ronald Reagan.
