Patrick Kerwin worked for the Canadian Labour Congress (CLC). In 1976 he submitted a brief to the Code Review Committee of the Ontario Human Rights Commission on behalf of the CLC which recommended an amendment to the Human Rights Code to protect people on the basis of sexual orientation.
