He founded the Positive Parents of Ontario group, a right-wing lobby organization that formed to block the creation of a liaison committee between the Toronto Board of Education and the local Toronto gay community. In July 1981 the group launched a smear campaign against Toronto Ward One alderman David White (#DWHIT), who supported gay protesters who marched on police headquarters. On 26 September of that year, a protest of more than 100 people gathered outside of a jewellery store operated by Newton. On 3 November Newton he publicly opposed the Bruner Report before the Neighbourhoods Committee, a standing committee of Toronto City Council. On 27 November he held a press conference to make allegations against an unnamed gay activist. He also appeared on a Hamilton TV talk show in 1983 and said that “The University of Toronto is a well-known mecca for homosexuals.”
